Government Issues New Regulation to Accelerate the Development of National Game Industry

As the development of technology and online gaming industry continues to grow, gaming industry has now been seen as generator of massive economic potential for Indonesia’s economy. Nowadays, seeing online game championships or tournaments with high price pool is not a rare thing anymore. Even farther, being a so-called professional gamer is a prospecting career and job for certain people. In addition, there are also gamers who generates income by doing livestreaming over the internet platforms.

As an effort to follow up on the implementation of Law Number 24 of 2019 concerning the Creative Economy, especially to support the Games Industry as one of the sub-sectors of the creative economy which has enormous economic prospective, Indonesian government has regulated the video game through the Presidential Decree No. 19 of 2024 concerning Accelerating the Development of the National Game Industry (“Presidential Decree 19/2024”) on February 12^th, 2024.

Presidential Decree 19/2024 consists of 7 (seven) program plans in addressing 7 (seven) issues which includes:

1. human resource aspect;
2. business aspect;
3. networking and marketing aspect;
4. technology infrastructure aspect;
5. regulatory aspect for strengthening the game industry ecosystem;
6. supporting industry aspect;
7. aspect of national game activation regionally and globally.

As for the program plans referred to in Presidential Decree 19/2024 are as follows:

1. human resource development for the national game industry;
2. opening access to financing and capital for the national game industry;
3. increased promotion and opening of market access for national games;
4. provision of adequate and competitive technology infrastructure to support the development of the national game industry;
5. drafting laws and regulations to strengthen the national game industry ecosystem;
6. construction of hardware industry for national games;
7. activation of national games regionally and globally

Pemerintah Terbitkan Peraturan Baru untuk Percepatan Perkembangan Industri Game Nasional

Seiring dengan terus berkembangnya perkembangan teknologi dan industri game online, industri game kini dipandang sebagai penghasil potensi ekonomi yang sangat besar bagi perekonomian Indonesia. Saat ini melihat kejuaraan atau turnamen game online dengan hadiah yang  tinggi sudah bukan hal yang langka lagi. Lebih jauh lagi, menjadi seorang gamer profesional merupakan sebuah prospek karier dan pekerjaan bagi orang-orang tertentu. Selain itu, ada juga gamer yang menghasilkan pendapatannya dengan melakukan live streaming melalui platform internet.

Sebagai upaya menindaklanjuti implementasi Undang-Undang Nomor 24 Tahun 2019 tentang Ekonomi Kreatif, khususnya untuk mendukung Industri Game sebagai salah satu subsektor ekonomi kreatif yang memiliki prospek ekonomi yang sangat besar, pemerintah Indonesia telah mengatur mengenai video game melalui Keputusan Presiden Nomor 19 Tahun 2024 tentang Percepatan Pengembangan Industri Gim Nasional (“Perpres 19/2024”) pada tanggal 12 Februari 2024.

Perpres 19/2024 memuat 7 (tujuh) rencana program dalam mengatasi 7 (tujuh) permasalahan yang meliputi:

1. aspek sumber daya manusia;
2. aspek bisnis;
3. aspek jaringan dan pemasaran;
4. aspek infrastruktur teknologi;
5. aspek regulasi untuk memperkuat ekosistem industri game;
6. aspek industri pendukung;
7. aspek aktivasi permainan nasional secara regional dan global.

Adapun rencana program yang dimaksud dalam Perpres 19/2024 adalah sebagai berikut:

1. pengembangan sumber daya manusia industri permainan nasional;
2. membuka akses pembiayaan dan permodalan bagi industri permainan nasional;
3. peningkatan promosi dan pembukaan akses pasar permainan nasional;
4. penyediaan infrastruktur teknologi yang memadai dan berdaya saing untuk mendukung pengembangan industri permainan nasional;
5. penyusunan peraturan perundang-undangan untuk memperkuat ekosistem industri permainan nasional;
6. pembangunan industri perangkat keras pertandingan nasional;
7. aktivasi permainan nasional secara regional dan global
