On November 19 2025, the Directorate General of Immigration (DGI) officially launched a breakthrough immigration policy known as Global Citizenship of Indonesia (GCI). 

GCI is a strategic solution that grants unlimited stay rights (Permanent Residency) for eligible foreign nationals with strong ties to Indonesia.

While it contains the word ‘Citizenship‘, GCI is not a form of dual citizenship as Indonesia maintains the principle of single citizenship for adults. Instead, it represents the most robust form of Permanent Stay Permit (KITAP) ever introduced.

 

I. Key Features of GCI (Unlimited Permanent Stay Permit)

Stay Status Permanent Stay Permit (KITAP) with Unlimited Duration (Unlimited Stay).
Citizenship Applicants do not need to renounce their current foreign citizenship.
Multiple Entry Right Granted an unrestricted Multiple Entry Re-entry Permit (MERP).
Renewal Cycle Eliminates the need for annual KITAS or 5-yearly KITAP extensions; only the MERP needs renewal every 5 years.
Application Process Entirely digital through the official evisa.imigrasi.go.id portal.

 

II. Eligible Subject Criteria 

The GCI policy is specifically aimed at foreign individuals who have blood or family ties to Indonesia:

  1. Former Indonesian citizens (Eks-WNI): individuals who previously held Indonesian citizenship but later naturalized abroad.
  2. Descendants of Eks-WNI: up to the second degree (children and grandchildren of former Indonesian citizens).
  3. Legal spouses of Indonesian citizens: foreign nationals legally married to an Indonesian citizen or Eks-WNI.
  4. Children resulting from a lawful mixed marriage between an Indonesian citizen and a foreign national.

Key call out: GCI is not available to foreigners from countries that were once part of Indonesian territory, or those involved in separatist activities, foreign military, or intelligence personnel.

 

III. Limitations of GCI 

GCI holders remain foreign nationals and, therefore, GCI does not come with political rights or full ownership rights:

  1. No right to vote in elections, or hold public office.
  2. Cannot hold public positions or certain jobs reserved exclusively for Indonesian citizens.
  3. Cannot hold land under the free hold title designation under Indonesian property law.

 

IV. Process and Documentation Requirements

The process and required documentation were released very recently hence, although comprehensive, these remain far from matured as the implementing regulations related to GCI are currently being finalized. Hence, we expect that there will be further changes to the details. 

GCI applications are submitted online through the official website evisa.imigrasi.go.id. While the system has just been activated, the DGI has announced the visa categories to be used (e.g., E32E for Eks-WNI and E32G for Descendants).

Requirement Type Document / Commitment Details
Identity Valid Foreign Passport (minimum 6 months), recent photograph, Curriculum Vitae (CV).
Proof of Affiliation Evidence of Eks-WNI status (old Passport/ID, Family Card, Birth Certificate, etc.) OR Proof of Lineage (Birth Certificates of applicant and ancestors, Marriage Certificate, Family Card).
Financial proof Proof of sufficient funds (e.g., minimum USD 2,000 or equivalent) AND/OR Investment Commitment (see below).
Investment commitment For certain categories, a minimum investment commitment (e.g., USD 10,000) is required in the form of government bonds, shares, mutual funds, time deposits, or property. Values may differ between categories.

Note: Specific documentation requirements and the exact minimum financial commitment value may vary between applicant categories (Eks-WNI, First-Degree Descendants, Second-Degree Descendants) and subject to the discretion of DGI.
